How does recovery disk work for Windows 7?

I’m told you have to make your own recovery disk for windows 7, but with that disk can you restore the computer to "factory state".(How it was when it was new, meaning delete everything)

A recovery partition should be on the hard drive for use without disks. However it might be wise to create disks if for some reason you can’t access the recovery partition.
Type Recovery Disk Creation into your start menu search box.
The link describes what it does. It will erase everything and re install the operating system.
