How to delete hard drive without recovery disk?

I have a dell laptop. It has become completely infected with a virus. I know the hard drive is infected because it has shut down administrator and keeps showing warning that system 32 is not usable. I would like to completely wipe out my hard drive bringing it back to factory status but I don’t have the restore disk. Is this something I can do without the disk? If so, how? Thanks!
I don’t have the recovery disk for the laptop and I don’t have any for any of the other computers as well. Never got one with them.

Step 1 Save backup copies of any existing data you still need to an external device such as a DVD-RW or USB drive.

Step 2 Insert the recovery disk that came with your computer into the disk drive. Restart the computer and wait for the recovery disk boot screen to appear.

Step 3 Press "Enter" and then click "F8" to accept the Microsoft license agreement. Press the "Escape" key if a window appears asking if you want to repair your operating system.

Step 4 Press the down arrow key to highlight any of the partitions listed in the text menu. Press the "D" key to delete the partition. Repeat the process with any remaining partitions listed in the menu.

Step 5 Press "Enter" and then highlight the "NTFS" option. Press "Enter" again. Choose the language you want to use for the installation instructions from the drop-down menu and then click "Next."

Step 6 Continue clicking "Next" at each screen to erase the contents of the computer’s hard drive and reinstall the operating system.

    the only way other than ripping it out of your computer is too download something and without administrator approval that may be tough or impossible, one thing to try, go into safe mode, restart, press ” F 8 ” repeatedly, and download this to clean it up, it is one of the elites..

    There’s a free program named DBan which will completely wipe your hard disk. But you will need access to another computer to download it!
